Laligurans
End-to-end humanitarian cash and voucher assistance, online or offline.
Laligurans is a digital platform for running humanitarian cash and voucher assistance (CVA) programs from start to finish. It covers needs assessment, beneficiary registration, vendor management, distributions, payments, reconciliation and post-distribution monitoring, and keeps working in rural areas with no connectivity.
The challenge
Aid distributions often happen in remote villages where there is no internet and often no mobile signal, across many vendors, agents and payment channels. Paper-based tracking made it slow to verify beneficiaries, reconcile payments and report progress to donors with confidence.
The approach
Laligurans brings the whole assistance program into one system: a mobile app for field teams and vendors, and a web platform for program managers. It supports CVA and cash for work programs through spot distributions, agent networks, mobile wallets and bank transfers. It is built to work where there is no internet or mobile data at all: field phones record everything offline and pass data to each other over Android Nearby Connections, so as soon as any one device reaches a connection, the records from the whole team sync to the server. Payment partners can also update distribution status automatically, so every transfer can be reconciled and reported.
The result
Program teams get real-time visibility into distributions, configurable verification and restrictions, and faster reporting. The platform integrates with service partners including Hub Remit, City Express and Khalti.
